The last two decades have been characterized by a fundamental change in the approaches, tools and instruments in the quality management at Higher Education Institutions. Comparison of two Higher Education Institutions in the Slovak Republic and Germany highlights similarities and trends in quality assurance. Both case studies show how multifaceted the quality management is, and the needs to be approached if a meaningful progress is to be made. Complexity has to be explicitly recognized and built into the approach chosen. Higher Education Institutions have to develop internal quality assurance processes. Quality culture is key for addressing the challenges.
Animal husbandry methods also play an important role in public discussion, as animal welfare is often valued in society by visual perceptions. In this context, there is often an idealized idea of livestock husbandry and nutrition, which is staged by ideal-typical images. In the minds of many citizens, nature-loving images trigger a positive imagination that results from the longings of urban living conditions. Media and stakeholder analyses indicate that the use of straw in livestock husbandry and nutrition also has a positive impact on the welfare of livestock. According to this, straw is preferred by the public for more animal welfare. But what is not considered is the fact that the straw must be of impeccable hygienic quality

But what is not considered is the fact that the straw must be of impeccable hygienic quality. Fungal infestation and the formation of mycotoxins in straw can cause diseases in livestock with consequences for animal welfare.
The first evaluation of a perfect straw quality also takes place in science through sensory tests, i.e. through smell, grip, colour and impurities. Only in the case of abnormalities in the sensory tests are further examinations indicated, such as microbiological examination procedures.
The hygienic properties of straw were examined on the basis of these assessment criteria. In addition to the microbiological-hygienic tests, the sensors of the straw were also tested.
The results show that there are no abnormalities in the sensory examination of the hygiene status. This was to observe an impeccable hygiene status.
However, the microbiological-hygienic investigations showed that the straw had microbiological as well as mycotoxin loads above the orientation values. This can have negative health effects, such as diseases for farm animals.
The scientific results led to the conclusion: The public discussion about animal welfare, which is often conducted primarily on the basis of visual impressions, could gain in scientific resilience if it includes objective results such as microbiological analyses in addition to images in order to evaluate animal welfare in livestock farming

Damit Bildungs- und Befähigungsgerechtigkeit unterstützt wird, wie es bereits im 13. Kinder- und Jugendbericht heißt (BMFSFJ, 2009, S. 250), wird eine interprofessionelle Vernetzung gefordert, die nicht nur die Etablierung von Gesundheitsförderung durch die Kinder- und Jugendhilfe im Bereich der Ganztagsbetreuung und Schulen allgemein meint (als institutionelle Verankerung der Kooperation), sondern Netzwerkbildung explizit in einen räumlich sowie kommunal zu verantwortenden Zusammenhang stellt und unmittelbar Bezüge zu Überlegungen einer Bildungslandschaft aufweist (ebd., S. 259). Diese Perspektive ist einerseits Inbegriff kommunal vernetzter Infrastruktur von sozialen Angeboten und andererseits eines Miteinanders, von Integration und Vielfalt, von Engagement und Partizipation der Bürger/innen in einer Kommune. Den Kommunen wird in diesem Zuge abverlangt, den eigenen Anteil an der Gestaltung von Lebensbedingungen, durch entsprechende Prioritätensetzungen in der kommunalen Sozialpolitik, zu stärken und eine Gesamtstrategie zu entwickeln, die anhand verbindlicher Leitorientierungen, auf der Grundlage planerischer Prozesse und ressortübergreifend, das Aufwachsen junger Menschen gezielt befördert (Maykus, 2010).
Sozialpädagogik vollzieht sich immer in Räumen, in denen Menschen leben und in denen Institutionen ihren Ort haben. Theorie, konzeptionelle Grundsätze, Handlungsprinzipien und -felder einer kommunalen Sozialpädagogik werden in diesem Band begründet.
Die Kommunen, in diesem Band sind es im Schwerpunkt Städte mit ihren Stadtteilen, vermitteln die gesellschaftlichen Integrationsweisen von System und Lebenswelt. Kommunale Sozialpädagogik steht für die pädagogische angeleitete Ermöglichung von Zusammenhalt in der Stadtgesellschaft. Sie wird in diesem Band als intermediäre Instanz zwischen institutionell-professionellen und zivilgesellschaftlichen Öffentlichkeiten begründet. Ein gesellschaftstheoretischer Rahmen für die konzeptionelle Ausrichtung sozialpädagogischen Handelns in Stadtteilen ist ebenso Thema wie die daraus resultierenden Handlungsprinzipien und -felder.
Kinder- und Jugendarbeit wird in diesem Beitrag als spezifischer Ort der Kommunikation, demokratisch strukturierten Partizipation, Anerkennung sowie Selbst- und Gemeinwirksamkeit verstanden. Das sind die Annahmen einer kommunalen Sozialpädagogik, die raum- und gesellschaftstheoretische Bezüge vereint, um daraus sozialpädagogische Grundsätze, theoretische Kategorien sowie Handlungsprinzipien einer Unterstützung von Subjektbildung abzuleiten. Lebensweltliche und institutionelle Öffentlichkeiten der Verständigung sowie Teilnahmeerfahrungen sind Ziele einer solchen Pädagogik des Sozialen im Stadtteil. Im Ergebnis dieses Beitrags wird davon ausgehend eine konzeptionelle Entwicklungsmatrix für die Offene Kinder- und Jugendarbeit entworfen – als Theorie (in) ihrer Praxis.
