Germany is Europe’s most populated country and it is actual locomotive for growth. The Germans have a positive image in China. However, this appreciation is not mutual. Various polls indicate that Germans are reserved concerning China’s rise; some even dislike outward foreign direct investment (OFDI) from Chinese Companies flowing to Germany. Nevertheless, Chinese investments in Germany will accelerate in the near future; already it increased from 600 million € 2 years ago to more than 800 million €. Experts predict a further massive increase. Asian OFDIs in Europe will be an integral part of the Asian Century, transforming the host countries, just as western OFDIs changed Asia during the last decades. This article analyses the German “China readiness” in the field of public economic policy at a local level.
Angesichts mangelnder Wahlbeteiligung und zunehmender Politikverdrossenheit stellt sich die Frage nach alternativen Methoden zur Revitalisierung der deutschen Demokratie. Eine der hierzu entwickelten Theorien ist die der Liquid Democracy. Wo sich bisherige Forschung größtenteils mit politikwissenschaftlichen Fragen beschäftigt hat, soll diese Ausarbeitung einen Einblick in die rechtlichen – insbesondere die verfassungsrechtlichen -Fragen bieten, die Liquid Democracy aufwirft.
Dazu wird aus der sehr allgemeinen Liquid-Democracy-Theorie eine eigenständige Demokratietheorie, die Cooperative Liquid Democracy, entwickelt, in der neben einem Liquid-Democracy-Organ die kommunale Vertretung bestehen bleibt.
Es werden zudem auch Fragen des NKomVG, der NV und des GG beantwortet. Diese Ausarbeitung setzt seinen Fokus auf die Beantwortungder Frage nach der Abschaffbarkeit der Vertretung, der Machtverschiebung von der Vertretung auf die Bürger und nach der Möglichkeit der Durchführung von Online-Wahlen. Dabei werden aktuelle Urteile des Bundesverfassungsgerichtes berücksichtigt.
Der Autor setzt sich, zum Teil sehr kritisch, mit den Ausführungen der Gerichte und der Literatur auseinander und kommt zum Ergebnis der generellen Vereinbarkeit der Cooperative Liquid Democracy mit der Verfassung.
Zudem werden praxisnahe Empfehlungen und Hinweise gegeben, um die Theorie der Cooperative Liquid Democracy anschaulicher darzustellen und eine Umsetzung in der Praxis anzuregen.
he development of context-aware applications is a difficult and error-prone task. The dynamics of the environmental context combined with the complexity of the applications poses a vast number of possibilities for mistakes during the creation of new applications. Therefore it is important to test applications before they are deployed in a life system. For this reason, this paper proposes a testing tool, which will allow for automatic generation of various test cases from application description documents. Semantic annotations are used to create specific test data for context-aware applications. A test case reduction methodology based on test case diversity investigations ensures scalability of the proposed automated testing approach.
Zurzeit wird die Digitalisierung in der Baubranche forciert. Im Hochbau ist dabei Building Information Modeling (BIM) als neue Planungsmethode im Vormarsch. In der Landschaftsarchitektur-Branche findet jedoch noch keine systematische Auseinandersetzung mit dieser Thematik statt.
Das Ziel ist daher, fundierte Informationen zu erarbeiten, die das Thema Building Information Modeling aus der Perspektive der deutschen Landschaftsarchitektur beleuchten und eine Basis für eine im Berufsfeld zu führende Diskussion legen. Aufbauend auf einer Bestandsaufnahme zu vorliegenden Entwicklungen, Definitionen, Standards und technologischen Grundlagen werden eine Online-Umfrage sowie Experteninterviews mit BIM-Anwendern und Softwareherstellern durchgeführt. Ein BIM-Test-Projekt dient der Prüfung, inwieweit für die Landschaftsarchitektur typische Planungsschritte mit branchentypischer Software BIMgerecht bearbeitet werden können.
Die hohe Rücklaufquote der Online-Umfrage, 266 Rückläufer bei 707 kontaktierten Landschaftsarchitekturbüros, bestätigt die Brisanz des Themas. Ca. 80 % der befragten Büros haben noch nie von der Methode gehört oder sich noch nicht damit auseinander gesetzt. Weniger als 4 % sind BIM-Anwender oder planen den Umstieg. Die Auswertung gibt Hinweise auf BIM-hemmende Faktoren, u. a. die vorherrschende 2D-Planung und kleinteilige Bürostruktur, sowie positive und negative Erwartungen der Landschaftsarchitekten an eine BIM-Umstellung.
Sowohl aus den Experteninterviews als auch aus der Bearbeitung des Testprojektes ergibt sich, dass erste Softwarelösungen BIM-Prozesse in der Außenanlagenplanung unterstützen. Jedoch fehlen landschaftsarchitektonische Bauteile sowie die Standards, diese in der verbreitet angewandten IFC-Schnittstelle adäquat zu definieren. Insbesondere in der Definition dieser IFC-Klassen und Objekte mit zugehörigen Genauigkeitsstufen in Geometrie und Informationsgehalt ('Levels of Detail' - LOD und 'Levels of Information' - LOI) wird dringender Forschungs- und Entwicklungsbedarf gesehen. Hilfreich wäre eine branchenspezifische BIMArbeitsgruppe. Die Auseinandersetzung mit BIM könnte zur Optimierung der Arbeitsprozesse, Softwarelösungen und Austauschformate beitragen. So wäre eine Angliederung an BIM-Prozesse auch in der Landschaftsarchitektur möglich.
Hintergrund
Die anhaltend hohen Interventionsraten in der geburtshilflichen Versorgung und ihre Ursachen werden weltweit aber auch national thematisiert. Hierbei wird auch auf die Betreuungsverhältnisse im Kreißsaal fokussiert: Eine erhöhte Arbeitsbelastung hat das Potential, die Betreuungsdichte der Hebammen einzuschränken. Dies kann die Betreuungsqualität negativ beeinflussen. Auf Grund einer insuffizienten psychosozialen Unterstützung verstärken sich Ängste und Unsicherheiten der Gebärenden. Dies wirkt sich möglicherweise negativ auf den physiologischen Geburtsverlauf aus. Eine Zunahme der Arbeitsbelastung und eine verminderte Betreuungsdichte der Hebamme begünstigen somit vermutlich Interventionen, wie operative Geburtsmodi oder Analgesie- und Anästhesieverfahren.
Zielsetzung
Im Rahmen der vorliegenden Sekundärdatenanalyse wurde untersucht, ob ein Zusammenhang zwischen der Arbeitsbelastung der Hebammen und der Betreuungsdichte im Kreißsaal besteht. Zudem wurde analysiert, ob diese Betreuungsmerkmale mit der Rate operativer Geburtsmodi sowie der Inanspruchnahme von Analgesie- und Anästhesieverfahren assoziiert sind.
Methodik
Die Hypothesen wurden im Rahmen von multivariaten linearen und logistischen Regressionsverfahren explorativ getestet. Basis der Analyse ist eine Stichprobe von 999 Low-Risk Gebärenden.
Ergebnisse
Eine geringere Arbeitsbelastung der Hebamme steht in einem signifikanten Zusammenhang mit einer Zunahme der Betreuungsdichte. Die Betreuungsdichte und die Arbeitsbelastung sind jedoch nicht signifikant mit dem operativen Geburtsmodus oder der Inanspruchnahme von Analgesie- und Anästhesieverfahren assozi-iert. Andere Variablen, welche die Betreuungssituation im Kreißsaal operationalisieren, sowie frau- oder geburtsspezifische Parameter tragen hingegen signifikant zur Varianzaufklärung bei.
Schlussfolgerung
Mit den Ergebnissen kann ein Zusammenhang zwischen den strukturellen Arbeitsbedingungen wie der Arbeitsbelastung im Kreißsaal und der Betreuungsdichte aufgezeigt werden. Gleichwohl sind möglicherweise insbesondere die Handlungskultur im Kreißsaal sowie die Aufenthaltsdauer der Gebärenden in Hinblick auf Interventionskaskaden von besonderer Bedeutung. Für prospektive Untersuchungen ist daher eine umfassendere Operationalisierung der Hebammenbetreuung und des Geburtsprozesses sowie darüber hinaus die Berücksichtigung der individuellen Perspektive der Gebärenden von Bedeutung. Eine adäquate Personalausstattung ist eine Voraussetzung, um in der Praxis die Betreuungsqualität zu verbessern. Zusätzlich sollten jedoch auch Betreuungskonzepte von Hebammen reflektiert und strukturiert in der beruflichen Praxis implementiert werden.
Smart city applications in the Big Data era require not only techniques dedicated to dynamicity handling, but also the ability to take into account contextual information, user preferences and requirements, and real-time events to provide optimal solutions and automatic configuration for the end user. In this paper, we present a specific functionality in the design and implementation of a declarative decision support component that exploits contextual information, user preferences and requirements to automatically provide optimal configurations of smart city applications. The key property of user-centricity of our approach is achieved by enabling users to declaratively specify constraints and preferences on the solutions provided by the smart city application through the Decision Support component, and automatically map these constraints and preferences to provide optimal responses targeting user needs. We showcase the effectiveness and flexibility of our solution in two real usecase scenarios: a multimodal travel planner and a mobile parking application. All the components and algorithms described in this paper have been defined and implemented as part of the Smart City Framework CityPulse.
Reliable information processing is an indispensable task in Smart City environments. Heterogeneous sensor infrastructures of individual information providers and data portal vendors tend to offer a hardly revisable information quality. This paper proposes a correlation model-based monitoring approach to evaluate the plausibility of smart city data sources. The model is based on spatial, temporal, and domain dependent correlations between individual data sources. A set of freely available datasets is used to evaluate the monitoring component and show the challenges of different spatial and temporal resolutions.
Interpolation of data in smart city architectures is an eminent task for the provision of reliable services. Furthermore, it is a key functionality for information validation between spatiotemporally related sensors. Nevertheless, many existing projects use a simplified geospatial model that does not take the infrastructure, which affects events and effects in the real world, into account. There are various available algorithms for interpolation and the calculation of routes on infrastructure based graphs and distances on geospatial data. This work proposes a combined approach by interconnecting detailed geospatial data whilst regarding the underlying infrastructure model.
Making solar thermal systems less expensive, often results in a lower system efficiency. However, the cost-benefit ratio is relevant from the perspective of the consumer. The complex impact of component-related and system-related design parameters on the economics of a complete system makes the evaluation and economical optimization difficult.
Therefore, a complete simulation environment has been developed, which can automatically optimize solar-thermal systems,including collector and system parameters. The main collector module consists of a one-dimensional thermal model that was validated with a commercial solar collector. The efficiency curve and the production cost werecalculated as a function of several design and construction parameters. The collector module was linked to the commercial software Polysun®, so that parametric studies can be performed with minimaleffort. Optimization problems can be solved by using the Matlab® optimization toolbox.
The simulation environment wasused for sensitivity studies and optimization problems in order to analyze the impact of collector design-parameters with respect to system cost, system yield andeconomic values. We will demonstrate how a collector can be optimized and how the ideal system parameters like collector number and storage volume can be easily calculated. Finally, we will show how the optimizer is used for a given system in order to find ideal values for the absorber-sheet thickness and the number of pipes. Due to the holistic approach, the application of this tool set can be used for collector development as well as for system planning.
